Rita Walters, owner of Elegant Moments, has been in the decorating business for over 30 years. She graduated from the Houston School of Floral Design in 1990. Upon graduation, she was certified for store management as well as wedding and funeral arrangements. Over the years, Mrs. Walters has built a very successful business decorating for weddings, class reunions, and birthday and office parties both large and small.
